When a Guard accosts you, you may use Clemency once per day. You gain experience in this line by committing crimes on the guild job board, completing heists, and aiding your guildmates. This line is unlocked by starting and completing the Quest: Partners in Crime. Doing the DLC-related quests gains you reputation. To rank up in the Thieves Guild, you must gain reputation.
The other way is to find an outlaw refuge, and speak to Quen once inside. You may join the Thieves Guild in 2 ways.
